“EPA Brownfield Grant Opportunities for Higher Education – Incorporation Into Your Master Plan”

A Brownfield is a property where the expansion, redevelopment, or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. From a campus perspective, a brownfield may be the defunct dry cleaner across the street, the closed gas station on the corner, the adjacent manufacturing facility, or the property gifted to the university.
Grant Types Available to Colleges:
- Assessment (< $500,000)
- Cleanup (<$650,000)
- Revolving Loan Fund (<$1M)
- Multipurpose (<$800,000)
- Job Training (< $500,000)
The Brownfields Utilization, Investment, and Local Development Act of 2018 (BUILD ACT) expands program eligibility to non-profit organizations for Assessment grants, increased funding for cleanup grants and remediation activities. A variety of federal, state and local tax incentives and credits allows a brownfield developer to use resources normally spent on taxes for other purposes. Tax increment financing, enterprise zone tax credits, economic development credits, job creation tax credits, and historical preservation credits are all examples of tax incentives that can facilitate brownfields redevelopment.
The Bipartisan Infrastructure Law provides a historic $1.2 B investment into USA EPA Brownfield project grants. Of the grant funding awarded by EPA each year, on average only 1 % typically goes to the higher education sector—not because of bias, but because of lack of interaction and use of the program by the higher education sector.

“Lease Standard Adoption Tips & Reminders for NCICU Members”

The new lease accounting standard (ASC 842) is effective for all private companies for fiscal years beginning after December 15, 2021. This means that, for most higher education institutions, the long-awaited lease standard will have to be adopted for fiscal 2023 (if you haven’t already). We understand there has been guidance and training on this topic over the last several years.
